A vicious blizzard hits isolated Little Tall Island. On shore, after claiming his first victim, mysterious Andre Linoge awaits capture by the sheriff and makes him an offer: "Give me what I want and I'll go away."
Angie tells the townsfolk of her capture. Linoge uses his power to put all of the island's children in a trance; and everyone gathers in the town hall to find out what Linoge really wants.
The mysterious Linoge causes a rash of suicides among the villagers as well as a confrontation between Cat and Billy; and there's talk about making Linoge "have an accident."
